PAIA Manual
1. Introduction
The Promotion of Access to Information Act, 2 of 2000 ("PAIA") gives effect to the constitutional right of access to information held by the State and by private bodies, where that information is required for the exercise or protection of any right. This manual is published in compliance with section 51 of PAIA, as amended by the POPIA Act.

6. How to request access to records
Requests must be made on Form 2 (request for access to record of a private body), available from the Information Regulator's website. The form must be submitted to the Information Officer (see §3) with:
- Sufficient detail to identify the record requested.
- The form of access required.
- The right that the requester is seeking to exercise or protect, and an explanation of why the record is required to exercise or protect that right.
- Proof of identity.
- Payment of the prescribed request fee.
7. Grounds for refusal
Access to a record may be refused on the grounds set out in Chapter 4 of PAIA, which include (among others) protection of personal information of third parties, commercial information, confidential information, safety of individuals and property, records privileged from production in legal proceedings, and the operations of public bodies.
8. Fees
The prescribed request fee, access fees and deposit are payable in terms of the regulations published under PAIA. Current amounts are available from the Information Regulator.
9. Processing of personal information (POPIA)
